Operating boundaries

The record supports responsibility. It does not replace it.

Carriers remain responsible for lawful vehicle operation, driver qualification, maintenance, and applicable HOS compliance. Shippers remain responsible for accurate cargo and facility requirements. Insurers control coverage and claim decisions. Specialist providers are required for payments, routing, identity, communications, and compliance checks.
